Register to Vote – It’s easy!

Qualifications Needed: 

  • Be a United States citizen
  • Be 18 years old by December 31 of the year in which you file the form (NOTE: you must be 18 years old by the date of the general, primary or other election in which you want to vote)
  • Live at your present address at least 30 days before an election
  • Not be in prison or on parole for a felony conviction and (NYS Ex-Felons Can VOTE)
  • Not be adjudged mentally incompetent by a court
  • Not claim the right to vote elsewhere

How and Where to Register to Vote: 

  • You can register in person at the Sullivan County Board of Elections during regular business hours.
  • You can call the NYS BOE at 1-800-FOR-VOTE hotline or the County Board of Elections at 845 807-0400.
  • You can enter your name directly into the New York State Board of Elections (BOE) mailing list database to have a New York State Voter Registration Form mailed to you.

Once the form is completed, you need to print the form and sign it. The New York State Board of Elections cannot accept any kind of digital or Adobe-generated signatures. Then, mail the form to the Sullivan County Board of Elections, 100 North Street, Monticello, NY12701.

How to Make Changes to Your Registration (Change of Name and/or Address):

The voter registration form should be used as a change of address form. Notices of change of address from registered voters received at least 20 days before a special, primary or general election by a county board of elections which must be processed and entered in the records in time for that election. Absentee Voting

Qualifications to Vote by Absentee Ballot (Deadlines)

  1. Absent from your county or, if a resident of New York City absent from the five boroughs, on Election Day.
  2. Unable to appear at the polls due to temporary or permanent illness or disability (temporary illness includes being unable to appear due to risk of contracting or spreading a communicable disease like COVID-19).
  3. Unable to appear because you are the primary care giver of one or more individuals who are ill or physically disabled.
  4. A resident or patient of a Veterans Health Administration Hospital.
  5. Detained in jail awaiting Grand Jury action or confined in prison after conviction for an offense other than a felony.

When is it due?

You must apply online, postmark, email or fax a completed application or letter request for the General Election Absentee ballot no later than 7 days (October 23, 2023) before the election. You may apply in-person up to the day before the election (November 6, 2023). You may file an application at any time before the deadlines, but ballots will be mailed out beginning on or about September 18, 2023. (PLEASE BE AWARE THAT DESPITE THE ABOVE DEADLINES THE POST OFFICE HAS ADVISED THAT THEY CANNOT GUARANTEE TIMELY DELIVERY OF BALLOTS APPLIED FOR LESS THAN 15 DAYS BEFORE AN ELECTION.)

How to Apply for an Absentee Ballot (Deadlines)

You may apply for an absentee ballot in any of the following ways:

Change of Party Enrollment 

Election Law states that the voter registration form should be used to change your party enrollment from one party to another or to enroll for the first time in a party.

A change of enrollment received by the board of elections will take effect immediately, provided however, any change of enrollment received by the board of elections after February fourteenth and before or on seven days after the succeeding June primary shall take effect on  the seventh day after the June primary.

Victims of Domestic Violence

New York Election Law (5-508) allows victims of domestic violence who obtain a court order from the NY Supreme Court in the county where they are registered to have their voter registration record kept separate and apart from other registration records and not be made available for inspection or copying by the public or any other person, except election officials acting within the course and scope of their official duties. Under a separate section of the law (11-306), you can also be excused from going to your polling place to vote and get a special ballot.
